Pulau Rempang, Batam adalah anugerah dan karunia Tuhan kepada manusia. Alamnya yang sangat indah lukisan sang Maha Kuasa. Naluri manusia selalu ingin mencapai puncak tertinggi kenikmatan dunianya sehingga muncullah investasi pembangunan ECO CITY. Saat ini kita sedang menyimak bersama adanya gejolak masyarakat di Pulau Rempang, Batam. Mereka memprotes kebijakan pemerintah atas pembangunan ECO CITY di wilayahnya. Banyak perspektif dalam menilai fenomena tersebut. Pun demikian kali ini saya akan turut menyampaikan dalam perspektif Teologi Sains Baru. Kita dapat melihat kembali apa makna “Entitas Pembangunan”. Entitas pembangunan telah mengalami evolusi. Konsep Entitas subjek dan objek yang diletakkan pada sisi yang berlainan bertentangan dengan konsep pembangunan yang berkeadilan. Subjek pembangunan yang cenderung hegemonik yang dalam hal ini adalah negara beserta perusahaan multinasionalnya dan objeknya adalah penduduk. Jargon pembangunan untuk kemajuan sebuah negara bukan di lihat dari modernnya fisik infrastruktur yang nota bene aksi dominasi subjeknya (negara) tetapi aksi partisipatif penduduk yaitu manusia setempat yang memimpin kekayaan material tersebut untuk dapat menggunakan kemajuan materialnya dalam melakukan perubahan. Penduduk setempat diharapkan mampu membangun dirinya sendiri dan sumber-sumber materi untuk kesejahteraan dirinya di dunia sebagai bekal menuju kesejahteraan abadi di akherat kelak (kesejahteraan Sejati). Pembangunan yang menyeluruh meliputi fisik, jasmani dan rohaninya. Selain itu manusia sebagai hamba Tuhan juga mempunyai tugas kemanusiaan di dunia untuk mengurus, memakmurkan dan membina kehidupannya yang bahagia dan sejahtera.
Di setiap proyek strategis nasioanal sering kali di warnai aksi protes. Tak jarang juga yang berbuntut konflik berkepanjangan yang memakan korban. Situasi seperti ini menyentuh rasa kemanusiaan dan tentunya memprihatinkan kita semua. Penyelenggara negara mestinya menerapkan konsep pembangunan yang bertujuan mencapai kesejahteraan yang sejati seperti pembangunan yang berwawasan kependudukan , pembangunan berwawasan etnik, pembangunan berwawasan ekologis, dan lain-lainnya. Pembangunan yang tidak hanya untuk menciptakan lapangan kerja agar penduduk miskin berkurang tetapi pembangunan yang tidak mencerabut masyarakat yang sudah mempunyai ikatan genealogis dan teritorial. Hal ini justru kontra produktif dengan capaian kesejahteraan sejatinya.
Kesejahteraan sejati sebagai tujuan murni dari pembangunan menghadirkan pembangunan dengan pespektif Teologi Sains Baru yaitu konsep pembangunan yang tidak mengenal dualitas, tidak sekuler, tidak memisahkan antara yang di bangun dan yang membangun, tidak memisahkan antara perencana, pelaksana dan masyarakat yang di bangun, tidak memisahkan objek dan subjek .Semua terintegrasi dan terkoneksi sebagai satu kesatuan yang utuh, berinteraksi intensif dan berkomunikasi efektif. Pembangunan menyentuh semua dimensi kehidupan penduduknya. Sehingga bisa jadi melahirkan konsep pembangunan yang berkarakteristik lokal. Pembangunan juga sejatinya membebaskan manusia dari segala bentuk penindasan tanpa hegemonik yang menindas aspirasi.
Untuk itu pembangunan seyogyanya sudah mulai membangun “citra” masa depannya pada ekologi dan kebudayaannya sendiri bukan lagi pada negara-negara maju yang sejatinya rapuh (negara fisik modern tapi krisis kemanusiaan) yang hanya menyisakan pedih dan perih karena di setiap akhir pembangunan penduduknya hanya menjadi “penonton.”
Pembangunan perspektif Teologi Sains Baru menempatkan semesta bukanlah pelayan manusia yang manusia bisa mengeksplorasinya tanpa etika. Tetapi manusialah yang melayani semesta. Naluri setiap makhluk hidup adalah mempertahankan keberlangsungannya. Dalam menjalani aktivitas reproduksi dan biologisnya meniscayakan adanya integrasi dan interkoneksi dengan komponen lingkungan sekitarnya. Di sinilah pentingnya partisipasi dan komunikasi dengan wilayah setempat. Apalagi yang penduduknya sudah ratusan abad menetap. Karena semesta menyimpan hal-hal yang tersembunyi dan tidak terprediksi yang justru akan menegatifkan pembangunan itu sendiri jika dialektika terabaikan.
Proyek strategis nasional di tetapkan agar negara mampu mencapai tujuan serta sasaran politik yang sudah ditetapkan sebelumnya. Oleh sebab itu, strategi nasional ini bersifat penting agar negara punya acuan dalam menjalankan pemerintahan. Tujuannya adalah untuk meningkatkan pertumbuhan ekonomi, pemerataan pembangunan, kesejahteraan masyarakat, dan pembangunan di daerah perbatasan. Tujuan dan sasaran pembangunan yang sudah di tetapkan dalam statusnya sebagai proyek strategis nasioanal sifatnya pasif. Sedangkan pembangunannya itu sendiri dinamis sarat akan perubahan. Proses perubahannya dapat kita analogikan dengan gelombang probabilitas dalam Teori Kuantum yang bersifat netral. Kebersamaan dalam menentukan probabilitas bahwa proses pembangunan sebagai peluang ini akan menjadi momentum dan melahirkan spirit zaman.
Pembangunan sebagai “proses” upaya sadar manusia meningkatkan kualitas hidup dengan cara mengubah tatanan dan lingkungannya semestinya dapat di nikmati semua pihak yang berkepentingan , tidak mengabaikan /memaksakan proses dengan alasan melakukan percepatan tercapainya tujuan dan sasaran dan berkeadilan dalam partisipasi. Relokasi penduduk bisa menjadi peluang dan ancaman. Keadilan berpartisipasi mengandung makna memberi ruang penduduk untuk mempertahankan, mengembangkan atau beradptasi kreatif terhadap identitasnya. Harmoninya tatanan baru akan terwujud jika dibangun dalam kerangka kepercayaan dan kebersamaan hingga mampu menciptakan sumber daya baru yaitu “ modal sosial” untuk terus melakukan pembangunan. Modal sosial ini hasil dari kristalisasi spirit zaman dan pembangunan akan tumbuh setinggi-tingginya dan berkembang secepat-sepatnya.
