Kendari – Dirjen Bina Pembangunan Daerah Restuardy Daud mewakili Menteri Dalam Negeri pada acara Musrenbang RKPD Provinsi Sulawesi Tenggara Tahun 2024 pada tanggal 20 Maret 2023 secara daring. Musrenbang dilaksanakan secara hybrid (daring dan luring) bertempat di Villa Nirwana Baubau, Sulawesi Tenggara.
Musrenbang dihadiri Gubernur Sulawesi Tenggara, Menteri Dalam Negeri yang diwakili Dirjen Bina Pembangunan Daerah, Menteri PPN/Kepala Bappenas hadir diwakili oleh Direktur Perencanaan dan Pengembangan Proyek Infrastruktur Prioritas Nasional, Anggota DPRD Sulawesi Tenggara, Bupati/Walikota atau yang mewakili, Sekda, Kepala Perangkat Daerah, Kepala Instansi Vertikal, Kepala Bappeda se-Sulawesi Tenggara, Pimpinan BUMD, para akademisi, serta tokoh masyarakat, tokoh agama dan pers.
Tema dari pelaksanaan Musrenbang dimaksud adalah “Percepatan Transformasi Ekonomi yang Inklusif dan Berkelanjutan melalui Pembangunan Infrastruktur dan Sumber Daya Manusia yang Unggul dan Kompetitif” telah mendukung RKP Tahun 2024 yaitu “Mempercepat Transformasi Ekonomi yang Inklusif dan Berkelanjutan”.
Pada kesempatan tersebut, mengawali arahannya, Restuardy Daud menyampaikan beberapa point penting diantaranya yaitu Kemendagri memberikan apresiasi kepada Sulawesi Tenggara sebagai provinsi pertama yang melaksanakan Musrenbang RKPD Tahun 2024. Ia juga menyampaikan bahwa Pembangunan daerah adalah bagian yang tidak terpisahkan dari pembangunan nasional, oleh karena itu program pembangunan daerah harus ada keselarasan, konektivitas dan terintegrasi dengan pembangunan nasional.
“Hasil Rakortekrenbang Tahun 2023 sebagai bentuk sinkronisasi antara Rancangan awal RKP dan RKPD Provinsi Sulawesi Tenggara Tahun 2024, Terdapat 415 Sub Kegiatan dengan total pagu Rp.470 Miliar yang mendukung prioritas urusan nasional serta terdapat 20 usulan Major Project, dengan rincian 1 usulan diakomodir, 15 usulan dibahas lebih lanjut, dan 4 usulan yang ditolak,” ujar Restuardy Daud.
Selanjutnya Restuady Daud menyampaikan regulasi yaitu Inpres Nomor 4 tahun 2022 tanggal 8 Juni 2022 tentang Percepatan Penghapusan Kemiskinan Ekstrem menjadi landasan hukum bagi Kementerian, Lembaga dan Pemerintah Daerah dalam mempercepat penghapusan kemiskinan ekstrem menjadi 0% di tahun 2024, untuk mengambil langkah-langkah yang diperlukan sesuai dengan tugas, fungsi, dan kewenangan masing-masing untuk melakukan percepatan penghapusan kemiskinan ekstrem dengan memastikan ketepatan sasaran dan integrasi program antar kementerian/lembaga dengan melibatkan peran serta masyarakat yang difokuskan pada lokasi prioritas percepatan penghapusan kemiskinan ekstrem.
Selain itu, Restuardy Daud menambahkan mengenai prevalensi stunting di Provinsi Sulawesi Tenggara berdasarkan data Buku Hasil Studi Status Gizi (SSGI) tahun 2022 berada pada angka 27,7%, capaian ini jauh diatas nasional sehingga perlu mendapatkan perhatian seluruh pemangku kepentingan, dan juga seluruh kabupaten/kota di Provinsi Sulawesi Tenggara yang angka prevalensi stuntingnya masih diatas nasional.
“Bahwa dalam rangka menyambut Bulan Ramadhan dan Puasa, kestabilan pangan dan inflasi menjadi perhatian bersama. Oleh karena itu, diharapkan dapat proaktif untuk memantau harga-harga bahan pangan di daerah masing-masing agar tetap dapat stabil,” terang Restuardy Daud.
Dalam merumuskan kebijakan pembangunan di daerah, lanjutnya, pemerintah daerah perlu memperhatikan pertumbuhan ekonomi dan pengendalian inflasi dengan cara antara lain Kepala Daerah terus memonitor setiap minggu serta menjaga pertumbuhan ekonomi dan pengendalian inflasi, Kontribusi pertumbuhan ekonomi daerah sangat penting dalam menunjang pertumbuhan ekonomi nasional (Pertumbuhan ekonomi nasional merupakan agregat penjumlahan dari Daerah Provinsi, Kabupaten/Kota), pelaksanaan rapat TPID secara regular rutin (mingguan).
“Dimana Sekda sebagai Kasatgas pangan agar mengendalikan harga pangan, serta daerah-daerah yang kurang terkendali agar melakukan intervensi pengendalian, pemerintah pusat juga memonitor melalui TPIP (khususnya tarif PLN, PDAM, angkutan kota),” tuturnya.
Selanjutnya, Restuardy Daud menyampaikan bahwa tahun 2024 akan dilaksanakan Pemilihan Umum dan Pemilihan Kepala Daerah serentak. Keberhasilan Pemilihan Umum dan Pilkada serentak tahun 2024 tentunya memerlukan dukungan pemerintah daerah.
Dukungan Pemerintah Daerah terutama untuk kelancaran operasional dalam setiap tahapan yang dilakukan oleh penyelenggara, KPU dan KPUD, Fasilitasi pengembangan networking, harmonisasi antara hubungan kerja, keamanan pada jajaran penanggungjawab keamanan, serta dukungan Kepala daerah melalui monitoring terhadap setiap tahapan dari penyiapan logistik, sosialiasi dan distribusi kartu suara sampai pada proses akhir perhitungan suara.
Sebagai penutup, Restuardy Daud menyampaikan beberapa hal yang harus mendapat perhatian Pemerintah Provinsi Sulawesi Tenggara dalam menyusun RKPD Tahun 2024, antara lain, Pemerintah Provinsi Sulawesi Tenggara menjabarkan sasaran dan prioritas pembangunan Tahun 2024 sesuai dengan Kebijakan Nasional dan RPD Tahun 2024-2026.
Pemerintah Provinsi Sulawesi Tenggara sebagai Penyelenggaraan pemerintahan dan pembangunan daerah perlu tetap memperhatikan kebijakan-kebijakan antara lain pengendalian inflasi, penghapusan kemiskinan ekstrem, penurunan stunting, realisasi APBD, pelaksanaan pemilu dan pilkada serentak tahun 2024 serta penyusunan RPJPD dan pelaksanaan Musrenbang RPJPD.
