Menurut Dubes Bunyan, pengalaman dunia Islam di berbagai negara, umat Islam kerap dijadikan proksi alias mendukung salah satu pihak yang bertikai.

“Di Sudan, pemerintah didukung oleh Mesir akan tetapi pemberontak didukung oleh Uni Arab Emirat,” kata beliau. “Dan di Yaman, terjadi persaingan antara Iran dan Saudi.”

“Kemungkinan menjadi proksi Ini harus diwaspadai dan salah satu caranya adalah dengan perlunya dunia Islam melakukan persatuan dan dialog,” lanjut Dubes Bunyan Saptomo.

Perang proksi (proxy war) adalah perang antar dua negara atau aktor non-negara yang terjadi karena dorongan atau mewakili pihak lain yang tidak terlibat langsung di pertempuran.

Perang proksi tidak hanya terkait dengan perang menggunakan kekuatan militer, tetapi juga melalui berbagai aspek kehidupan seperti politik, ekonomi, sosial budaya, dan hukum.

Perang proksi biasanya melibatkan konfrontasi antar dua kekuatan besar dengan menggunakan pemain pengganti untuk menghindari konfrontasi secara langsung karena konflik secara langsung antar kedua kekuatan tersebut akan berisiko kehancuran yang jauh lebih besar.

Menurut sejarahnya, perang proksi sering terjadi pada saat Perang Dingin, dimana masing-masing Blok Barat dan Timur beradu pengaruh dan kepentingan secara tidak langsung lewat konflik di negara-negara berkembang yang ada di Afrika, Asia, atau Amerika Selatan.

Dalam Perang Dingin, perang proksi menjadi metode yang marak digunakan karena konflik terbuka antara Amerika Serikat dan Uni Soviet dapat berujung pada perang nuklir yang memiliki dampak kerusakan.
